Defiant, you can (and should) use a cache extraction program to pull it out of your cache. Just google for unreal tournament cache extractor. It will pull all of the downloaded files you have and permanenty put them in the right directories. This way you never have to download them again.
If you want to do things properly, you should contact the map's author and ask his or her permission to modify it. 99% of the time, if you explain to them that you want to optimize it for 32 players to play on Spam Vikings (or any other 32 player server), they will be happy to approve it, or even help.
