Looked at MSI and some others but there all made in CHina. Most of the companies wont even respond to my email about COO.
I am wanting a 6 series ATI card around the 200$ mark.

I hate to break it to you but you won't find anything not made in China. The chips are all fabbed at TSMC, so the boards are naturally made nearby. The best you can do is buy from a company that stands behind their products with good customer service.

Not going to happen. The chips are all made in Taiwan; the memory is made in China or Taiwan. The best you are going to do is buy from EVGA which is headquartered in California (and probably has the best warranty & customer service in the business). The boards are still going to be made in China however.

The only way you can get a GPU not made in China is to use integrated graphics. Now, if you just want to play UT2004, integrated graphics today are more than enough. Get yourself an Ivy Bridge with the HD4000 or the AMD A10 5800K.

But... you are still going to need a new motherboard & ram for a new CPU/APU and guess where those are made...
