Forgotten Fane is built to accommodate lower level players and generally should offer a defeatable challenge for any player that has good fundamental UT skills.

It's really hard to build maps where low level players are going to be able to contribute meaningfully when higher level players are present. It's just the fundamental nature of RPG/progression system like this.
There are some limitations like Team Progress Volumes that can enforce that players are at least present for certain objectives, but the reality is it's just really difficult to handle the issues you raise programmatically & in level design.
