Under Profile > Edit signature
You want to use the img tags and put the location of your image within them.
It should look like this:
[img]http://"your%20image%20location"[/img]
(the img tag button is the one on the top right -- I know the text on those buttons is hard to read -- or you can just type it in manually)
To edit the image and add your name you will need to use some sort of editing program. Depending on the format of your image you can probably accomplish a simple name addition using "MS Paint". To do more fancy stuff you would need Photoshop or some equivalent image editing program
