Is it in your "C:\WINDOWS\system32" folder? (mspaint.exe)
Cuz if so maybe your PATH is just foobared.

p.s. Jon, I edited that photo in mspaint found under "Start->all programs->accessories->paint"

yeah ty stupid me forgot you could just save it as JPEG instead of 16-32 bit bmp...
