Yes those are there, and can be used if you totally fubar a .ini file (instead of reinstalling). But Karma's advice is still good, as chances are, someone has already made numerous changes that already work and they are happy with (either through editing their .ini or through the game settings menus). So if you have a saved copy from right before the current edit, none of those previous changes will be lost.
