There really is no need for any type of admin modifications to enforce rules. Just need a staff of trustworthy individuals who can monitor the activities of the server. I don't know why they don't do it already, i can't remember by now lol.

Maybe you can tell your sister to watch and check who the players are so she can be aware of who it is to avoid. Familiarize her with the names of the people who are helpful and who aren't. Yes? I find Kelly, Christmas, Azmodan, Martyr, Burek (also known as jkl and ghi), Skydev to be very helpful.
