How much progress have i made? Well he was just hearing out my idea at the moment we didnt actually start on the mod yet. And i'm just the director.

Idea guy or fixer. I myself don't know how to make a mod for UT2004 so i have other people do it and i see if it's how it's supposed to look/be. DW_Ant had some knowledge of mapping and modding so he was going to help me with that a bit while i would try and find some more people. Like i said before i'm only telling him about what this mod is going to be so he knows what to make before he starts making it.

If you're not even willing to put in any time or effort to bring your idea to fruition, why should anyone else?

I'm helping you out by giving you feedback and getting you launched into your project. If I had all the time in the world, I'll help write some bits and pieces for you. Unfortunately, I don't know anyone who has enough free time where they would be willing to create a project for someone else.
If you got a mod idea, you ought to expect that you'll end up creating it. Don't let this discourage you though. As stated indirectly in my signature, you can get this project done if you have the will to get it done.
When or if you decide to start on your project, you're still welcomed here to ask questions, ideas, or for feedback.

Alright well i guess i'll start asking for help by asking how do i make a mod? I'll go to youtube to get some help from there but that omly goes so far.

This is why I suggested voice chat so we could help you. It's a difficult task to launch yourself into the modding world, but once you have the programs and background knowledge in how things work in UT, then you're ready to rock 'n roll.
But if you can't make it there, then I would suggest starting with Unreal Wiki. Here are some links to help you:
