I found an interesting thread about UT3 tweaking at the Prounreal community discussion forums. If you're having FPS issues, you can download a tweaked .ini file that might help:

I'm gonna try it out.

It says it's not going to help much with fps.
UTEngine.ini
[Engine.GameEngine]
bSmoothFrameRate=False
[Engine.Client]
MinDesiredFrameRate=999.000000
[SystemSettings]
StaticDecals=False
DynamicDecals=False
DynamicLights=False
DynamicShadows=False
LightEnvironmentShadows=False
CompositeDynamicLights=True
DirectionalLightmaps=False
MotionBlur=False
DepthOfField=False

FloatingPointRenderTargets=True
Trilinear=False
OneFrameThreadLag=True
UseVsync=True
UpscaleScreenPercentage=True
Fullscreen=True
AllowD3D10=True
EnableHighPolyChars=False
Thats what i have at the moment, however it's by no means the best and you might want to enable dynamic lights and possibly disable a few other things...trial and error really.
Textures i have on 3 and world on 1 (world detail is altered when you edit the ini)
Also, if you are using an x-fi card try playing without it. I personally got a 20fps avg increase.
Stats : Heatray I started (vanilla regarding tweaking) with an average of about 60 fps and now i get 110. It is slightly flawed however, as two specific buildings in the background drop me to about 40/50 whereas the rest of the map i get a minimum of 100, peaking about 200.
