What you experience is called "packet Loss" and 90% of the time it is related to your internet connection quality (not speed, ping is not related to that problem). Sometime (in rare occasion) the server can send all player packet loss due to a defective router located VERY close to the router Geo-location, but this rarely happen. I suggest you download the application called "winMTR" to verify your router path to the server and see if any routers are giving you a bad quality, which may result on packet loss.
few people understand that packet loss is NOT the fault of the server (meaning there is nothing we can do to solve it). If your router path pass by router located all around the country instead of going to a strait line to Chicago, you may have packet loss. You can try call your ISP and told em that your internet signal is week when it try to connect to the server IP address, in some rare occasion they can reroute your signal to a more optimal path, but most ISP simply DO NOT CARE.
Hope you solve your problem.

If you look at this router (#7):
xe-2-0-5.ar2.ord1.us.nlayer.net - 0 | 4 | 4 | 161 | 193 | 227 | 227 |
and all other after, You can see it give you 161 as the BEST ping and the AVERAGE ping is 193 (ouch!!!). All other router up to the server after #7 have 192-195 average ping, which is very bad, it may explain your poor connection quality. 11% packet loss is not many, but i guess with all those bad ping router it amplify it much more.
My ping in winMTR is 23-44 at maximum from all router and I do have 5% packet loss in winMTR also located near the server but I guess they do not transmit because of a better general connection quality, and at the end, I don't experience packet loss.
I will monitor server 2 connection next week and see if the server transmit Packet loss to every player or simply a bunch of em.

Well we can reduce the number of packets being sent. We can always reduce the number of monsters, but fighting a few monsters at a time is boring especially on maps like Shooting Range.

I would guess this would reduce the server lag, but for packet loss I don't think it will make any real difference. It's obvious that at 192 average ping for all those router he got, he will get packet loss sooner or later during a match. The trick is to know if his router path was more efficient before he start getting them. Route path are dynamic and they change sometime due to reason like, one router in the route broke, or you change your ISP, or you moved somewhere else.
The farther you are from the server location, the weaker the signal will be and the more chance packet loss occur. But again, if a deffect router is located near the server location, all the player can be affected by Packet loss, that is one thing we can monitor. Fixing it will always depend or the person or company owning this router taugh.

I've been playing MM2 all day today (2011/10/11) and I did not have any packet loss at all, so either the problem is solve or it was client side packet loss.

other people's router problems come and go, what is a problem today may just be gone tomorrow.

I've been experiencing Packet loss in server 1 and in server 2 yesterday and today. Many people that also never had packet loss before (like me) said they are now getting it.
I think it may be the Chicago router (static.steadfast.net, IP: 208.100.32.78) just in front of the server that is causing trouble again. I run a test using WinMTR on this router and get 30% packet loss right of the bat after 15 packets only for this router.
Let's hope the situation will get better soon.

Server 1 was really bad the past couple hours. Every map started out ok but after a few waves would get worse and worse. The last few waves were almost unplayable: I couldn't see monsters, incoming and outgoing weapons fire, etc. On the the last map I played, I lost all weapons on wave 15 and had to reconnect. Another player had to do the same a wave earlier. Everyone experienced the same things.
Oddly enough UT continually reported no packet loss. :swondering:
