Public message

Ok, some of you may have noticed that i sometimes put out a public message for the board. Its kinda like a way to say hey im an attention whore look at me. Well there are few issues id like to see corrected.

First and foremost, since alot of us are useing the alternate pt skin, there is no support for it. You could put 30 messages in that bar and ill never see it.

Second, Its only for 10 minutes, that needs to be a week if you ask me. You only see it if it was broadcasted recently, and this is the first time your on the forums since. Makeing a good canadate for an important remind function.

Third, Although the feature is there its not used by anyone other then me AFAIK. Id like to have designated people for it, moderaters and possibly karmakat.
