Yes, and in UT2004 you can pipe switch weapons, get guaranteed perfect shield jumps, auto fire.... ect. Every PC game has people abusing configuration settings to get a desired effect. In fact I usually go through my files to make sure i can turn off as much BS eye candy as possible, when we used to play Q3 we had it to the point players looked like gumby for a few extra frames.

Here for comparison the only setting changed was r_picmip (this setting is valid in cod4, and other games, although PB usually regulates it)

This thread started to inform the community of a hacker using a program he downloaded off some website to crash ut2004 from the cmd prompt. Somehow this thread degenerated into some thread about hacks in general. So we are way off topic now, Can we lock it?

Nah, this is fun shouting how much hackers are annoying :P

On the thread topic then i guess, did they stop that dude completely from crashing the servers or is he still doing it in some places?

The program was command prompt reading the IP's and Ports written down in the serverlist.txt and im guessing toxic closed the port or something or stopped the corrupted packets it was sending

It stopped this hack cold, but there is another one out in the wild which is less nefarious, although it can be irritating. You may have already seen it. But I will not expound upon it. However, it might be less entertaining for the hack-ee, so lets hope we don't see that one very often.

For the record, this current fix was community generated. Epic had no intention of patching 2k4 and was going to leave the 2k4 community high and dry on this one.
