The console command is:
SelectAbility <ArtifactName>

For example if you want to select the Medkit artifact, you'll type in:
SelectAbility ArtifactMedkit

Since no class has the same artifacts double keybinds work fine too.

Binding Ammo Dump and Armor Supremacy both to the same key looks like this:

Set Input F SelectAbility ArtifactAmmoDump|SelectAbility ArtifactArmorBuff|InventoryActivate
