Idea for new medic remote skill

Here's a remote skill for medics: remote healing. It requires a new medic artifact. When selected, the medic points to the player they want to remote heal. That player then gets automatically healed for a limited amount of time. The healing could be via a slow drip instead of instant or it could depend on the skill level. Remote healing would stack with the receiver's self healing methods like the self booster, water guns, WM's health drip skill, etc.
Unlike the medic's healing blast which instantly heals everyone within the blast's radius, remote healing allows a player to be healed over a period of time and out of the medic's reach and sight.
Restrictions: medic can't remote heal themselves mainly because activating it requires targeting the receiving player with the cross hair. While self remote healing might sound contradictory, it would be useful for medics who use non-splash damage medic weapons like the link gun. But those medics use either the healing sphere or blast so it's not really a disadvantage.
There would be multiple skill levels:
Level 1: Cost 15(?) stat points. Requires 15(?) adren and remote heals for 30 seconds. HP drip is 15(?) per second.
Level 2: Cost 10(?) stat points. Requires 20(?) adren and remote heals for 60 seconds. HP drip is 20(?) per second.
Level 3: Cost 5(?) stat points. Requires 25(?) adren and remote heals for 90 seconds. HP drip is 25(?) per second.
A medic could use this skill on both low level players who aren't near the medic and high level players who like to go out into the fray. The medic would earn the same healing XP as for direct healing.
