It works pretty much the way you'd expect... it drains your mana when activated, and your aim will snap to the nearest monster (or player). It's helpful for medics to target teammates, but a nuisance for everyone else.
The artifact also makes it difficult to move around, since your view is continuously moving around on you. Even with these drawbacks, it's obviously a very powerful artifact!
